Stickier tires will help prevent the wheels from locking up, high performance brakes have nothing to do with it. Even if you put on brakes that gripped 10x as hard and never overheated, it still would do nothing to address the problem with the tires losing traction with the ground, which is the primary problem in a situation such as this. PS- Being on the phone when you're driving is a great way to slow your reflexes and get into an accident.
